They are—but if someone’s given enough cash, anything is legal. ⋆ The one main force that keeps the peace and balance through entertainment, violent, and all in between within this world is the Pandemonium. ⋆ The Pandemonium is an organization. While the simple-minded may compare it to a mafia or yakuza, the Pandemonium’s sphere spans every inch of the world.
