And the lore is- The Navy is a government force against the pirates and we have cannons and shotguns nothing fancy. Pirates are the same as The Navy except they are pirates but they have the same equipment. Those damn feds are obviously government agents too and they also find the pirates but they have high tech gear and they hate The Navy so they fight us too and take our credit. So every team is against each other.
